HUMAN RESOURCE TRAINING FUND

Film Training Manitoba’s Human Resources (HR) Training Fund is specifically designed to support the professional development of the staff and contract employees of Manitoba’s production, and industry related, companies by addressing their unique skill development and succession planning needs.

By accessing this fund, local production companies and other industry related companies would be able to implement specific HR strategies, through tailored workshops and one-on-one skills development training. This training would be designed not only to strengthen the skills and knowledge of their contract employees, but to also upgrade the skills of their fulltime corporate employees; many of whom take on different roles during a project’s production phase.

The HR Training Fund will provide financial assistance to approved companies in order to help cover the costs of organizing professional development workshops, courses and/or one-on-one training. FTM will work with the approved companies to address their unique employment needs through identifying and recommending various workshops and trainers, and by providing tailored training plans.

Companies applying to the program must submit to FTM a completed application form, identifying their training needs and the objectives they aim to address over the course of the year. There will also be a $250.00 administrative fee for those companies approved for funding. Companies may apply for funding up to $5,000.00 per fiscal year.

The HR Training Fund will cover up to 100% of the total cost of the eligible expenses for courses, not including GST and PST. Eligible companies must be willing to contribute the GST and PST, as well as any ineligible course costs.

Upon completion of the training initiatives and submission of all required reports, evaluations, and receipts, FTM will issue payment in the form of a reimbursement cheque.

Companies in receipt of this funding may also access FTM’s Mentorship Program, and/or Skills Upgrade Program, for projects in production.


Applicants must be:

Production companies or industry related organizations who:

• Maintain a full-time, permanent office in Manitoba.
• Have a minimum of one year’s experience producing for film and/or television or of providing services/equipment directly to the film and television industry.
• Employ a minimum of two (2) full time staff.
• Hire a minimum of ten (10) contract employees (e.g. film crew) per year.

All project participants must be Manitoba residents, which are defined as legally entitled to be in Canada and have lived in Manitoba for at least 183 days of the year.

Single-purpose companies, incorporated individuals and charitable or not-for-profit organizations are not eligible to apply. If the applicant is unsure whether or not they qualify for funding, please contact FTM to discuss their eligibility.

Please Note: Funding parameters for the HR Fund require that a minimum of 60% of workshop and skills development participants be Employment Insurance ineligible (e.g. contract employees.) Social Insurance Numbers will be required for reporting purposes.


Guidelines and Application Form

Human Resource Training Fund Application

FTM recommends that applicants contact the fund administrator to discuss the eligibility of the workshop or course they would like to attend, or if they have any questions regarding eligible and ineligible expenses.

With the understanding that training initiatives may require revision and redirection throughout the course of the year, FTM requires that the fund administrator be advised of any proposed changes to the training plan and that they are approved before implementation.

Companies are only eligible for one funding award from the HR Training Fund per fiscal year (April 1st – March 31st).


Applications must include the following:

• A completed Application Form.
• A Training plan outlining proposed workshops and/or mentorships, including their relevance to the applicant’s employees and how the opportunity will contribute to the growth of the industry. Please provide information about any proposed courses already identified, including information on the institution and instructor(s) offering the course.
• A completed Budget Form (forms will be provided.)

Applicant companies may also include letters of reference from industry professionals. Please Note: Current FTM board members are not eligible to write letters of reference.

The granting process is competitive; applicants should submit the best application possible.
Eligible Training

In order to qualify as being eligible, all professional development opportunities must increase the skill set and knowledge base of the companies’ full time employees and contract workers. Eligible training initiatives may include, but are not limited to, mentorships, leadership and management training, new technologies training, and workplace essential skills assessment and training. These forms of training may take place through classroom-based workshops and/or one-on-one instruction/follow-up. All training must contribute to the growth and competitiveness of Manitoba’s film and television industry as a whole.

Examples of eligible courses:

“Meyer’s Briggs Assessment” “Coaching Workers to Peak Performance”
“Qualities of an Effective Leader” “Standard and Emergency First Aid”
“Conflict Resolution” “Red Camera and Data Management Technology”

Training may also include the following initiatives:

- Providing instructors for an orientation day. The goal would be to help familiarize department keys with the production’s accounting and paperwork procedures.
- Providing mentorships, and/or workshops, for specialized skill or technology based training.
- Arranging for writing labs with a selected story editor.

Eligible Expenses:

• Workshop or course fees, including registration fees.
• Instructor fees.
• Workshop space rental fees.
• Workshop equipment rental fees.
• Travel for out-of-town trainers/instructors, including:
• Accommodation up to a maximum of $150 per night (CAD)
• Per Diem, up to a maximum of $50 per day for out of town instructors.
• Return air transportation based on an economy airfare, and including transportation to and from the airport at point of origin.

Ineligible Training

• Professional development opportunities that have already been completed at the time of application are not eligible.
• Consumables (eg: snacks, meals, refreshments).
• Courses taken as part of a full-time university degree program.
• Workshops or courses offered by FTM are not eligible.
• GST and PST on any eligible expenses.

Companies will be responsible for the GST and PST, and for all their ineligible expenses. This includes overages on eligible expenses, any incidentals (eg: hotel telephone charges, entertainment, or other additional hotel fees for services), course consumables, printed materials, ground transportation costs within Winnipeg (including taxis, buses and rapid transit fares), or personal cell phone charges.


Approval Process and Selection Criteria

Once the fund administrator has received an application, and confirms that it meets all of the required criteria, it will be forwarded to the jury for review. The jury will be comprised of industry professionals.

The jury evaluates the applications based on the following criteria:

• The experience and standing of the applicant company.
• The priority of this type of training within the Manitoba film industry.
• The relevance and applicability of the training to the applicant’s contract and full-time employees.
• The applicant’s demonstrated commitment to further developing the industry by increasing the skill set and knowledge base of the industry workforce.

All decisions by the jury are final. Please be aware that the jury may decide to award lesser amounts than those requested.
